Strengthening Support for Working Families Affected by Disability and Critical Illness

Launched in January 2025, Care4WorkingFamilies (C4W) is a multi-phase, multi-year programme aimed at strengthening support for working families affected by long-term severe disability and other serious health episodes such as critical illness. The programme is composed of research, policy engagement, and pilot initiatives.

In Phase One, Leap201 has partnered KPMG Singapore to publish a position paper on how to better support working families caring for dependents with long-term severe disabilities, including policy recommendations to the CareShield Life scheme. A cross-sector roundtable was convened in June 2025, bringing together over 20 senior-level representatives from the public, private, healthcare, and community sectors, as well as academia.

In August 2025, the Singapore government announced enhancements to the CareShield Life scheme. Two of the three policy proposals Leap advocated for – higher payouts and improving accessibility through simplified applications – are in line with these enhancements.

Leap201 has embarked on Phase Two of this programme.
